Department of Health must conduct a statewide survey and analysis of antenatal and prenatal care clinics to evaluate the effectiveness of maternity care services in New Jersey.

Survey will collect data from all operating clinics as well as those that closed or substantially ceased operations within two years prior to the act's effective date.

Data collection will assess clinic availability, identify where low and moderate income pregnant women receive care, and gather cultural, demographic, and socioeconomic information about patients served.

Survey analysis will identify local and statewide trends, care disparities based on economic factors and accessibility, and inform certificate of need policy regarding clinic closures.

Commissioner must publish survey data on DOH website and submit a report with recommendations to the Legislature within 18 months, with personal and confidential patient information protected from disclosure.
