Creates the Safe Haven Homeless Housing Program within the New Jersey Housing and Mortgage Finance Agency to provide low-interest loans to developers for converting underused buildings into homeless housing

Targets vacant or underused shopping malls, warehouses, office parks, hotels, and apartment buildings for renovation into transitional housing (up to 24 months) or permanent supportive housing

Establishes the Safe Haven Homeless Housing Fund with a $30 million appropriation from federal American Rescue Plan Act funds

Serves very low-income households (earning 30% or less of area median income) who have recently been homeless or lack stable housing

Requires housing to include access to on-site or off-site supportive services to help residents transition to permanent housing
