Creates a 15-member "Nursing Home Emergency Preparedness Study Commission" in New Jersey to analyze nursing homes' ability to respond to public health emergencies

Commission membership includes the Commissioners of Human Services and Health (or designees), a New Jersey Hospital Association representative, 8 members with nursing home industry expertise appointed by legislative leaders, and 4 members with family in nursing homes appointed by the Governor

Commission will examine nursing home staffing levels, funding adequacy, emergency policies and procedures, and whether facilities maintain traditional versus assisted living environments during declared emergencies

Written report with findings and recommendations must be submitted to the Governor and Legislature within 12 months of the commission's initial meeting

Commission expires three months after submitting its final report; members serve without pay but may be reimbursed for reasonable expenses
