Establishes a "Residential Facility Quality of Care Improvement Fund" in the Department of Human Services to finance quality improvement initiatives and regulatory actions for developmental disability residential facilities

Authorizes financial penalties up to $10,000 for providers operating without required licenses, employing individuals on abuse registries, or failing to complete required criminal background checks and drug testing

Imposes penalties up to $25,000 per offense for substantiated findings of administrative neglect, abuse with moderate or major injury, neglect with moderate or major injury, or exploitation of individuals with developmental disabilities

Requires providers to complete internal investigations of abuse, neglect, or exploitation allegations within 180 days and submit correction plans, with penalties up to $10,000 for non-compliance

Allows the Division of Developmental Disabilities to terminate provider authorization for non-compliance and imposes $350 per day civil penalties for mandatory reporters who fail to report suspected abuse, neglect, or exploitation
