Proposes a temporary amendment to Article IV, Section I of the New Jersey Constitution to expand the powers of a State constitutional convention focused on property tax reform.

Allows the property tax reform constitutional convention to propose statutory changes (new laws, amendments, or repeals) in addition to constitutional amendments, provided these changes fall within the convention's mandate.

Requires voter approval of this amendment no later than the November 2027 general election when convention proposals would be submitted to voters; the convention itself must be authorized separately by voters in November 2026.

Any statutory changes approved by voters through this process may later be amended or repealed by the Legislature through normal legislative action.

The constitutional amendment would automatically expire three years after voter approval.
