Adds a new paragraph 24 to Article I of the New Jersey State Constitution establishing that every person has the right to comprehensive, affordable, and accessible health care.

Requires the Legislature to enact laws necessary to secure this health care right for each person, regardless of age, sex, race, pre-existing health condition, income, economic status, or ability to pay.

Requires the proposed amendment to be submitted to voters at the next general election occurring more than three months after final legislative agreement.

Amendment must be published in at least one newspaper in each county at least three months prior to the general election.
