Requests the Governor to issue an annual proclamation calling on public officials and citizens to observe the day with appropriate programs and activities

Recognizes hair as a significant aspect of cultural identity, self-expression, and personal dignity, particularly for Black and other marginalized communities whose hair types have historically faced stigmatization and discrimination

Aims to promote acceptance, self-esteem, and celebration of the beauty and diversity of all hair types and textures
