Adds General Assembly Rule 15:30 allowing the Minority Leader to designate up to 3 bills or resolutions per two-year legislative session for a mandatory third reading vote

Bills must have at least 32 sponsors (40% of the General Assembly) and the first prime sponsor must co-sign the designation notice with the Minority Leader

Designated bills must have been on first or second reading for at least 45 days before a notice can be filed; once effective, bills in committee are automatically released

A public hearing must be held within 30 days of the notice, after which the bill becomes the order of the day for the next third reading session occurring more than 5 days later

Only the Minority Leader may withdraw a designation; withdrawals after the public hearing still count toward the 3-bill limit per session
