Creates an 11-member Prison Gang Violence Task Force appointed by the Speaker of the General Assembly, including 2 legislators, 3 current correctional officers, 2 retired officers, and 4 subject matter experts in gangs, facility safety, and corrections administration.

Directs the task force to study gang prevalence in state correctional facilities, adequacy of officer training and safety equipment, use of administrative segregation for dangerous inmates, and intelligence gathering methods to address security threats.

Requires a progress report to the General Assembly within 120 days of organization and a final report with findings, recommendations, and legislative proposals within 13 months.

Authorizes the task force to conduct public hearings, request testimony from federal, state, and local officials, and employ counsel and staff within available funds.

Members serve without compensation but may be reimbursed for necessary expenses; the task force must organize within 60 days of the resolution's approval.
