Requires 0.5% of public works contracts over $1,000,000 funded by public bodies to be transferred to the Department of Labor and Workforce Development for minority and women outreach and training programs in construction

Expands eligible program activities beyond construction trades to include engineering, management, and other occupations utilized in public works contracts

Funds support registered apprenticeship preparation, supportive services for program completion, and grants to community-based organizations, labor organizations, employers, and educational institutions

Authorizes political subdivisions (counties, municipalities, school districts) to voluntarily participate in the 0.5% set-aside for local hiring and employment programs

Mandates annual public reports by December 31 each year detailing contract compliance, participation percentages of minorities and women, and program performance outcomes including employment placement and retention
