Requires the NJ Community College Consortium for Workforce and Economic Development to include in its annual report a pre-training and post-training analysis comparing workers' employment status and wage rates before training to outcomes during the first, second, and third fiscal years after training ends.

Mandates that employees participating in the NJ Basic Skills Training Program agree to provide information regarding their employment status and wage rates to enable the consortium to complete the required longitudinal analysis.

Expands existing reporting requirements, which currently cover total workers trained, funds expended, training areas, participating businesses, class counts by location, wage ranges, job titles, and assessment results.

Aims to help policymakers and the business community evaluate the long-term effectiveness of basic skills training on worker outcomes over a three-year period following program completion.
