Establishes the Division of Women's Services within the Department of Corrections to develop gender-responsive policies, programs addressing trauma treatment, parenting issues, child reunification, and structured incentives for female incarcerated persons

Creates a Prison Rape Elimination Act (PREA) Compliance Unit and a Special Victims Unit within the Special Investigations Division to investigate allegations of sexual assault and misconduct in state correctional facilities

Mandates doula services for pregnant incarcerated women, allows a support person during labor and childbirth, and requires parenting classes and family reunification programs for those within six months of release

Requires annual gender-responsive training for correctional officers supervising female incarcerated persons and expands mandatory PREA training to include reporting methods, confidentiality requirements, and emotional support access

Establishes separate boards of trustees for adult male and adult female state correctional facilities and requires information on sexual abuse and harassment to be provided to all incarcerated persons at intake and periodically thereafter
