Establishes the "Jersey Craft Beverage Retailer Promotion and Grant Program" through the New Jersey Economic Development Authority in conjunction with the Division of Travel and Tourism to promote craft alcohol beverages manufactured in the state

Creates a "Certified Jersey Craft Alcohol Beverage Retailer" signage program for retailers where at least 10 percent of annual alcohol sales revenue comes from products made by licensed New Jersey craft breweries, cideries, meaderies, or distilleries

Provides grants up to $2,500 annually to certified retailers for capital improvements, equipment purchases, and facilities used to serve, store, or display New Jersey craft alcohol beverages

Establishes the "New Jersey Certified Jersey Craft Alcohol Beverage Retailer Fund" funded by 50 percent of per-gallon tax revenues from beer, cider, mead, and liquor sales by craft producers, plus any General Fund or private contributions

Directs the Economic Development Authority to develop application guidelines, eligibility criteria, acceptable grant uses, and reporting requirements through administrative rulemaking
