Creates a new category of "military support business" defined as small businesses conducting innovative science, technology, engineering, math, or R&D projects that support New Jersey military installation missions and are located within a five-mile radius of a military installation's outer boundary.

Adds military support businesses to the list of eligible small businesses that can receive loans through the New Jersey Economic Development Authority's small business loan program, alongside qualified dairy farmers and eligible farming operations.

Requires the authority to offer reduced interest rate loans to qualified military support businesses at rates up to 25 basis points lower than the average interest rate charged by the authority.

Mandates that the New Jersey Economic Development Authority consult with the Department of Military and Veterans Affairs when developing rules and regulations applicable to loans made to military support businesses.

Defines "military installation" as any facility operated by the U.S. Armed Forces, including the Coast Guard and the New Jersey National Guard.
