Creates a "Breakfast After the Bell" incentive fund administered by the Department of Agriculture in consultation with the Department of Education to supplement federal school breakfast program reimbursements

Provides a 10-cent per breakfast supplement to school districts that serve breakfast after the bell and have 20 to 100 percent of students eligible for free or reduced-price breakfast

Requires the Department of Agriculture to issue an annual report to the Governor and Legislature detailing the fund's costs and the number of additional students participating in each district

Targets low to middle income school districts that face greater challenges covering costs of effective school breakfast programs

Takes effect immediately upon enactment with the Legislature required to annually appropriate necessary funds
