Creates the "STEM Curriculum Grant Program" in the Department of Education to promote project-based learning in science, technology, engineering, and mathematics for at-risk students in grades 6-8

Requires the Commissioner of Education to select at minimum two school districts with existing STEM programs, with each district supporting at least 60 at-risk pupils

Mandates participating programs provide hands-on courses with real-world applications, an accelerated option allowing students one grade level behind to complete two grades in one year, and professional development for staff

Appropriates $2,250,000 from the General Fund to the Department of Education for distribution to Engaged Learning Strategies, a nonprofit partner, to administer the program

Defines "at-risk pupils" as students from households with income at or below 185% of federal poverty guidelines
