Reported irregularities are automatically forwarded to the appropriate county clerk, county board of elections, and county superintendent of elections for follow-up

Secretary of State must submit an annual summary of reported irregularities to the Governor and Legislature by January 15 each year

Establishes a 9-member "Vote by Mail Study Commission" chaired by the Secretary of State, including bipartisan representation from county clerks, election boards, and legislators

Commission must hold at least 3 public hearings across Northern, Central, and Southern New Jersey, investigate mail-in ballot accuracy and integrity issues, and report findings within one year of its first meeting
