Directs the Secretary of State to establish a statewide voter list maintenance and crosscheck program to maintain an accurate voter registration system by verifying new registrations, updating records, and removing duplicate, non-resident, or ineligible voters.

Requires crosschecking voter registration data with information from existing agreements with agencies including the Motor Vehicle Commission, Department of Health (death records), Department of Corrections, Administrative Office of the Courts, and State Parole Board.

Mandates the Secretary of State submit an annual report to the Governor and Legislature within 90 days of each November general election, covering the status of voter list maintenance efforts.

Requires the annual report to include county-by-county data on active and inactive voters, registrants transferred to the death file, registrants removed from the system, and counties not compliant with maintenance standards.

Transfers reporting responsibility from the Attorney General to the Secretary of State and requires consultation with county clerks and commissioners of registration.
