Requires all New Jersey public and nonpublic schools to place at least one FDA-registered Class II portable anti-choking device in the cafeteria, school nurse's office, and similar locations, with identifying signs and unlocked access during school hours and events.

Mandates that all school nurses and employees receive training in airway management and the use of portable anti-choking devices, with annual educational opportunities provided by the Commissioner of Education.

Requires standard choking response protocols from the American Red Cross, American Heart Association, or Department of Health-recognized programs to be implemented before using the device.

Devices and replacements must be provided to schools at no cost to the state, districts, or nonpublic schools, with the Commissioner authorized to accept donations from private or nonprofit entities.

Provides liability protection for school employees acting in good faith when using the devices, excluding willful misconduct, gross negligence, or recklessness, with the act taking effect 180 days after enactment.
