Establishes a nine-member "New Jersey Transit ADA Task Force" comprising the Commissioner of Transportation, Executive Director of NJ Transit, three Governor appointees (including one disability advocate), two Senate President appointees, and two Assembly Speaker appointees

Requires the task force to study all NJ Transit terminals, stations, stops, and equipment—including those operated by contractors—for compliance with the Americans with Disabilities Act of 1990

Directs the task force to compile a list of all necessary ADA upgrades, determine the cost of each upgrade, and assess whether ramps can be installed where elevators are unavailable or non-compliant

NJ Transit must provide administrative and professional staff support, including engineers and architects, to assist the task force

Task force must submit a report with findings and recommendations to the Governor and Legislature within two years, after which it expires
