Surviving spouses and dependent children of U.S. Armed Forces members killed in the line of duty would receive free tuition at New Jersey public colleges and universities, including state colleges, Rutgers, NJIT, Rowan University, and county colleges

The scholarship covers tuition costs not already paid by other state scholarships, tuition aid grants, or assistance programs

Dependent children must begin using the benefit within eight years of high school graduation; surviving spouses must begin within eight years of the service member's death

Recipients must be New Jersey residents, enrolled as undergraduates, and maintain good academic standing

The Higher Education Student Assistance Authority would administer the program, with annual state appropriations to fund it
