Requires the Department of Transportation, NJ Transit Corporation, and Department of Human Services to conduct a holistic review of infrastructure design practices for public highways and public transportation projects to promote independent travel for individuals with autism spectrum disorder and developmental disabilities.

Mandates adoption of new and revised design practices following the review that implement design elements supporting transportation accessibility for people with autism and developmental disabilities.

Requires the three agencies to study nationwide best practices for operating public roadways, public transportation services, and mobility programs in ways that improve accessibility for individuals with autism and developmental disabilities.

Directs DOT to encourage regional and local entities applying for funding through the local aid program to adopt design policies and practices consistent with the new state-level measures.

Takes effect immediately upon enactment.
