Mandates the New Jersey Motor Vehicle Commission to provide both vehicle and licensing services at every agency location, reversing the COVID-era separation into specialized "licensing centers" and "vehicle centers"

Vehicle and licensing services include driver's license issuance and renewal, permits, identification cards, vehicle registrations, titles, ownership transfers, license plates, and address changes

Requires all MVC agencies to serve walk-in customers without requiring appointments for vehicle and licensing services

Prohibits MVC from requiring customers to complete vehicle and licensing services online, ensuring in-person options remain available

Takes effect on the first day of the fourth month after enactment
