Creates the "Careers without College Program" within New Jersey's Department of Labor and Workforce Development to provide free career placement assistance for individuals eligible for the Community College Opportunity Grant Program.

Requires the department to partner with unions, apprenticeship programs, trade schools, and vocational-technical schools and create a public webpage with job postings, career descriptions, training requirements, and scam warnings.

Establishes a 10-member "Careers without College Advisory Commission" with representatives from Building Trades Unions, AFL-CIO, NJ Business and Industry Association, vocational-technical schools, and legislative appointees to advise on advancing non-college career opportunities.

Targets industries including culinary/food service, cosmetology, trades (plumbing, electrical, mechanical), construction, sales, administrative work, government positions, and home health aides.

Appropriates $750,000 for the first year and $500,000 annually thereafter from the Workforce Development Partnership Fund to hire at least one full-time employee and cover program expenses.
