Prohibits New Jersey sports wagering licensees from offering or accepting player-specific proposition bets on collegiate sports or athletic events, effective immediately upon enactment.

Defines "proposition bet" as a side wager on a part of a sport or athletic event that does not concern the final outcome, such as individual player statistical performance lines or which player will score first.

Responds to calls from the NCAA President addressing the rise in harassment of student-athletes and concerns about maintaining the integrity of college sports.

Amends P.L.2018, c.33 (New Jersey's sports wagering law) by adding a new subsection specifically restricting these bet types for college athletics while leaving other sports wagering provisions intact.
