Expands NJ Transit Access Link paratransit service area to include all Veterans Health Administration facilities in New Jersey, regardless of whether they fall within the federally-required minimum service area.

Creates an expanded service zone extending 1.5 miles around each veterans health care facility and 1.5 miles on each side of the route connecting each facility to the nearest NJ Transit bus route or light rail station.

Requires NJ Transit to provide origin-to-destination Access Link service for eligible persons with disabilities traveling to and from veterans health care facilities within the expanded zones.

Prohibits NJ Transit from entering new contracts or extending existing contracts with paratransit providers unless they comply with the expanded service area requirements.

Appropriates $1,000,000 from the General Fund to NJ Transit for implementation costs, with service expansion requirements taking effect on the first day of the third month following enactment.
