Requires New Jersey public school boards to adopt policies governing student use of cell phones and social media during school hours, on school buses, and at school-sanctioned events.

Policies must be age-appropriate and grade-differentiated, while permitting cell phone use for emergencies, documented health needs, students with IEPs or 504 plans, and teacher-approved educational purposes.

Mandates public schools implement network-based restrictions blocking student access to social media platforms on all school-owned devices and school internet/wireless networks.

Directs the Commissioner of Education to develop guidelines addressing storage options (locked pouches, cell phone lockers), network restrictions, communication protocols, and disciplinary enforcement.

Takes effect immediately, applying to the first full school year following enactment.
