Expands automatic voter registration to applications for hunting, fishing, and trapping licenses, all around sportsman licenses, beaver trapping permits, wild turkey permits, and deer permits through the Division of Fish and Wildlife

Requires automatic voter registration when applying for firearms purchaser identification cards or permits to carry handguns at local police forces or the Division of State Police

Adds power vessel (boating) licenses to the existing automatic voter registration process at the New Jersey Motor Vehicle Commission

Applicants must be offered the opportunity to decline automatic voter registration at each of these agencies and offices

Takes effect January 1 following enactment, with the Secretary of State authorized to take preparatory administrative action beforehand
