Establishes a program within the Department of Labor and Workforce Development, in consultation with the Department of Human Services, to connect persons with disabilities with job training organizations and employers.

Requires qualified organizations to have a minimum of 5 years of experience working with persons with disabilities, either directly as nonprofits or through partnerships with such nonprofits.

Creates an online resource hub providing employment and training information, a list of qualified job training organizations, a database for employers to post job openings, and guidance on State labor laws and fair employment practices.

Mandates an annual report to the Governor and Legislature reviewing the program's implementation and success.

Takes effect 30 days following enactment.
