Requires motor vehicle inspections to include examination of mufflers and exhaust systems for excessive or unusual noise alongside existing emissions testing.

Authorizes the NJ Motor Vehicle Commission to deny, suspend, or revoke private inspection facility licenses if facilities repeatedly violate muffler/exhaust rules or improperly conduct noise inspections (more than once within 18 months).

Takes effect 90 days after enactment.
