Creates the "Cop 2 Cop Sustainability Fund" as a dedicated, non-lapsing fund in the Department of the Treasury to support the Law Enforcement Officer Crisis Intervention Services telephone hotline program

Appropriates $500,000 annually from the General Fund starting in State fiscal year 2025, in addition to the existing $400,000 the program receives from Body Armor Replacement Funds

The Cop 2 Cop hotline is a 24-hour confidential peer support service operated by Rutgers University Behavioral Health Care for law enforcement officers experiencing depression, anxiety, stress, or trauma from job-related incidents

Services include peer counseling, debriefing, group therapy, and individual therapy through the "Blue Heart Law Enforcement Assistance Program" for officers, including those wounded in the line of duty
