Establishes the "New Jersey Manufacturing Reboot Program" within the Economic Development Authority (EDA) to help manufacturing businesses recover from COVID-19 pandemic impacts and expand capabilities

Appropriates $10 million from the General Fund: $5 million designated for businesses manufacturing COVID-19 vaccines, and $5 million for businesses producing other healthcare products like medical devices, PPE, or pharmaceuticals

Provides grants ranging from $25,000 to $150,000 per qualified business for equipment purchases, payroll expenses, or employee training, with awards required to be revenue neutral to the State

Prioritizes businesses with reduced sales due to the pandemic, those at risk of discontinuing New Jersey operations, and those able to retool for healthcare product manufacturing

Requires quarterly reporting from grant recipients on employment levels and expenditures, plus annual EDA reports to the Governor and Legislature on program outcomes including jobs created and capital investments made
