Authorizes the New Jersey Motor Vehicle Commission to issue special Ancient Order of Hibernians license plates for registered vehicles in the state, with design selected in consultation with the Ancient Order of Hibernians, New Jersey State Board.

Requires a $50 initial application fee plus a $10 annual renewal fee, in addition to standard registration fees, with proceeds deposited into a dedicated "Ancient Order of Hibernians License Plate Fund."

Prohibits use of state or public funds for initial program costs; the organization must contribute up to $25,000 to offset startup expenses and provide a minimum of 500 completed applications before the commission begins producing plates.

Fund proceeds, after deducting administrative costs (capped at $150,000 for computer programming changes), will be appropriated annually to the Ancient Order of Hibernians, New Jersey State Board.

The bill expires 12 months after enactment if the organization fails to meet application and funding requirements, and the chief administrator may discontinue the plates if average production costs exceed $50 for two consecutive fiscal years.
