Adds a new definition for "machine gun conversion device" as any device capable of converting a firearm into a machine gun under N.J.S.2C:39-1

Expands the definition of "machine gun" to include the frame or receiver of such firearms, parts designed for converting firearms to machine guns, and combinations of parts that could assemble a machine gun

Makes possession of a machine gun conversion device without an accompanying firearm a third-degree crime, the same penalty as bump stocks and trigger cranks

Sentences for machine gun conversion device possession must run consecutively to sentences for unlawfully possessing assault firearms or machine guns, and cannot merge with those convictions

Adds machine gun conversion devices to the list of prohibited items that cannot be manufactured, transported, shipped, sold, or disposed of, with violations constituting a third-degree crime
