Establishes a toll relief program requiring the New Jersey Turnpike Authority (NJTA) and South Jersey Transportation Authority (SJTA) to provide 50% account credits to E-ZPass users who make 35 or more qualifying toll transactions per transponder in a calendar month

Appropriates $500 million total from the General Fund: $250 million to NJTA and $250 million to SJTA to fund the account credits

Qualifying transactions include paid transponder-based tolls on the New Jersey Turnpike, Garden State Parkway, and Atlantic City Expressway for passenger automobiles only, excluding fines, penalties, or administrative fees

Requires both authorities to submit quarterly reports to the Governor and Legislature documenting credits issued, with auditable supporting data

Takes effect on the first day of the third month after enactment and expires one year after enactment; appropriated funds cannot be used for administrative expenses
