Prohibits users of automated license plate readers from knowingly sharing, transferring, selling, or permitting access to license plate data for interstate investigations seeking civil or criminal liability related to reproductive health care services that are legal in New Jersey

Requires New Jersey law enforcement agencies to obtain a written declaration from out-of-state law enforcement agencies confirming the data will not be used for reproductive health care investigations before sharing any license plate reader information

Establishes civil penalties of up to $1,000 for first violations and up to $5,000 for second or subsequent violations, enforceable by the Attorney General

Defines reproductive health care services broadly to include all medical, surgical, counseling, or referral services related to pregnancy, contraception, or pregnancy termination

Applies to both stationary license plate readers and mobile devices mounted on law enforcement vehicles
