Establishes a searchable public finance website maintained by the State Treasurer displaying annual State revenues, expenditures, employee compensation, vendor payments, and bonded indebtedness data from fiscal year 2013 onward

Creates a nine-member Public Finance Transparency Committee including the State Treasurer, Chief Technology Officer, and four public members to advise on website development and issue annual progress reports

Requires counties, municipalities, school boards, State/local authorities, and other entities receiving State funds to submit website plans to the State Treasurer within 180 days and implement approved plans within 90 days

Appropriates up to $100,000 annually from the General Fund to reimburse local public entities for direct expenditures related to planning, implementing, and maintaining their required transparency websites

Mandates three regional public hearings within 90 days of enactment to gather public input, and establishes a technical support unit within the Office of Information Technology to assist local entities with compliance
