State Auditor gains authority to conduct performance review audits of entities receiving funds from political subdivisions (local governments), in addition to existing authority over State fund recipients.

All audit reports and performance review results must be prominently published on the Legislature's homepage for at least 14 calendar days after release, and permanently maintained on a State Auditor webpage.

Mandatory performance review audits of New Jersey Economic Development Authority business incentive programs must occur at least once every two years, with findings reported to the Legislature within six months.

Covered EDA programs include any providing grants, loans, loan guarantees, tax credits, tax exemptions, or other financial benefits to businesses, including film and digital media production companies.

Audited entities must provide prompt access to all records regardless of confidentiality requirements, and failures to comply must be reported to presiding officers of both legislative houses.
