The New Jersey Department of Education would develop and implement a "Train the Trainer Program for Student Wellbeing" to educate participants on leading courses for public school teachers and staff about student behavioral and mental health.

Training curriculum would cover trauma-informed approaches, recognizing signs of mental health challenges and substance use disorders, crisis de-escalation techniques, restorative practices, and connecting students with appropriate resources.

School district participation in the program would be voluntary, not mandatory.

The Commissioner of Education must annually evaluate program effectiveness and submit a report to the Governor and Legislature three years after enactment.

$1,000,000 would be appropriated from the General Fund to the Department of Education to implement the program.
