Requires all kratom product labels to disclose the amounts of mitragynine and 7-hydroxymitragynine, along with recommended serving sizes and directions for safe use.

Establishes civil penalties of up to $500 for first violations and $1,000 for second violations of labeling and product requirements, with a three-year sales ban for third offenses.

Directs the Department of Health to adopt testing and labeling standards, establish a product registration system with fees, and conduct a study on kratom's health risks and benefits within one year.
