Department of Human Services may appoint American Sign Language interpreters outside the civil service eligible list if the Civil Service Commission fails to provide a certified list within 60 days or if no appointment results from the provided list

Appointments require written authorization from the Commissioner of Human Services and a waiver from the Civil Service Commission exempting the candidate from standard civil service hiring procedures

Candidates appointed under this provision must satisfactorily complete a working test period to gain civil service status and be considered qualified for the position

Once appointed, candidates cannot be replaced by the Civil Service Commission upon issuance of a subsequent certified eligible list, regardless of whether the candidate appears on that list

Takes effect on the first day of the second month following enactment, with the Civil Service Commission authorized to take anticipatory administrative action beforehand
