Disabled members of the Teachers' Pension and Annuity Fund (TPAF) and Public Employees' Retirement System (PERS) receiving disability insurance benefits would be entitled to free health care coverage through the School Employees' Health Benefits Program or State Health Benefits Program with no employee contribution required.

No enrollment deadline or additional eligibility requirements would apply to disability insurance recipients seeking health coverage, other than being a recipient of disability insurance under TPAF or PERS.

Health benefits would be excluded from the calculation of periodic benefits that reduce disability payments, which are currently set at 60% of base monthly salary minus other periodic benefits.

For pension purposes, disabled members receiving disability insurance benefits would be treated as if they were in active service for the duration they receive the benefit.

The bill amends P.L.2010, c.3 and is pre-filed for introduction in the 2026 session of the New Jersey 222nd Legislature.
