Creates a new business permit for pool and spa service businesses to act as general contractors for pool and spa building, installation, and service contracting in New Jersey.

Requires at least one employee of the business to hold a valid pool and spa builder/installer license or pool and spa contractor license to obtain the permit.

Business permits must be renewed every three years and are issued by the Pool and Spa Service Contractors and Pool and Spa Builders and Installers Advisory Committee.

Subcontractors working under a permitted pool and spa service business are exempt from obtaining separate licenses but must perform work under the supervision of a licensee.

Takes effect on the first day of the 10th month following enactment.
