Extends the enrollment period for newborn infants in health benefits coverage from 60 days to 90 days after birth across all types of health insurance contracts in New Jersey.

Applies to individual contracts, family contracts, non-family contracts, and group contracts issued by hospital service corporations, medical service corporations, and health service corporations.

Requires parents to provide notification of birth and any required premium payment within the 90-day period to continue coverage beyond that timeframe.

Coverage for newborns begins from the moment of birth and includes injury, sickness, and medically diagnosed congenital defects and abnormalities.

Amends multiple sections of New Jersey insurance law (C.17:48-6, C.17:48-6.1, C.17:48A-5, C.17:48A-7.1, C.17:48E-20, C.17:48E-28, and N.J.S.17B:26-2) to implement the change uniformly.
