New motor vehicle dealer license applicants may establish facilities for servicing or display of motor vehicles, rather than requiring both functions at the same location under current law

Applicants have three options for servicing facilities: space attached to their place of business, separate space on the same property, or an off-site facility within their relevant market area

The Chief Administrator of the New Jersey Motor Vehicle Commission must issue a 90-day provisional license upon substantial completion of the application, even while franchise agreements or permanent signage are pending, with no additional fee charged

The definition of "new motor vehicle dealer" is changed to mean an authorized dealer of a "motor vehicle franchisor" (newly defined as manufacturers, assemblers, distributors, or importers producing at least 10 new vehicles annually) rather than an agent, distributor, or authorized dealer of the manufacturer

The bill applies immediately to all initial and renewal applications, including those currently pending before the Chief Administrator, Office of Administrative Law, or on appeal
