Reduces the training completion deadline for newly appointed governing board members at public institutions of higher education from one year to six months, with additional training required within six months of each successive term.

Transfers authority for determining training subject matter and arranging training from individual institutions to the Secretary of Higher Education, except for county colleges where the New Jersey Council of County Colleges will provide training.

Requires all governing board members at institutions with an appointed State monitor to complete training within six months of the monitor's appointment.

Establishes that failure to complete required training within a 30-day grace period (with possible extensions) may constitute resignation at the secretary's discretion, with a two-year disqualification from serving on any public higher education governing board.

Appropriates $350,000 annually from the General Fund to the Office of the Secretary of Higher Education to implement the revised training program.
