Creates a New Jersey Transfer Ombudsperson within the Office of the Secretary of Higher Education to serve as a resource for students and institutions, mediate credit transfer disputes, and prepare annual compliance reports

Requires all public institutions of higher education to enter into a collective Statewide transfer agreement developed by the New Jersey Presidents' Council and approved by the Secretary of Higher Education

Expands credit transfer policies to cover general education courses, dual enrollment and concurrent enrollment credits, and associate-to-baccalaureate degree transfers, with credits required to be fully transferable except where it would impact certification, licensure, or accreditation

Mandates the ombudsperson conduct reviews of the transfer agreement at least every five years and convene stakeholders up to biannually to determine best practices in credit transfer

Requires Secretary of Higher Education approval for any dual or concurrent enrollment agreements with out-of-state institutions of higher education
