Sets fees at $50 initial application plus $10 annual renewal, with proceeds deposited into a "Declaration of Independence 250th Anniversary License Plate Fund" to support Revolutionary War site preservation

Requires minimum 500 completed applications before the Motor Vehicle Commission can begin producing the plates, and the bill expires if this threshold is not met within 12 months of enactment

Allows up to $25,000 in private contributions and permits use of public funds to offset initial design, production, and computer programming costs (capped at $150,000 for programming changes)
