Establishes a maximum ratio of 9 full-time equivalent students to 1 full-time employee position when calculating State-funded fringe benefit costs at New Jersey's four-year public institutions of higher education.

Directs the Director of the Division of Budget and Accounting in the Department of the Treasury to apply this ratio when determining how many employee positions qualify for State-paid fringe benefits.

Permits the director to use a ratio lower than 9-to-1 (fewer students per employee) for individual institutions, providing flexibility in funding calculations.

Caps State-funded positions at the actual number of employees at each institution, preventing funding for non-existent positions.

Takes effect immediately upon enactment and applies starting with the first full academic year following passage.
