Designates the entire length of State Highway Route 72 (milepost 0 to milepost 28.74) as the "Burlington-Ocean Purple Heart Memorial Highway" to honor Purple Heart recipients

Directs the Commissioner of Transportation to erect appropriate signs bearing the memorial highway designation

Prohibits the use of state or public funds for producing, purchasing, or erecting the memorial signs

Authorizes the Commissioner to receive gifts, grants, or financial assistance from private sources to fund sign costs, with work not proceeding until a responsible party agrees to cover expenses
